Maritime Security Identification Card (MSIC)

Ensuring an effective port security system

What is an MSIC?

A Maritime Security Identification Card (MSIC) is part of the government’s initiative to create a consistent port security system nationally, which is fully portable. An MSIC recognises that the holder has satisfied the background security requirements and is approved to work unmonitored in a maritime security zone. The cards will come into effect on the 1st January 2007 and without a valid MSIC you will not be granted access to work in a maritime security zone unmonitored.

Who needs an MSIC?

Maritime industry workers and contractors (with a proven operational need) requiring access to maritime security zones will need to display an MSIC by 1st January, 2007.

Examples:
• Service providers such as catering, maintenance & service companies, or people working on and/or providing services to ports or offshore oil and gas facilities.
• Contractors and security staff.
• Port facility operators.
• Transport operators/drivers.

Any person that needs unmonitored access to a maritime security zone will need an MSIC, including staff under the age of eighteen.

What is a valid MSIC?

The requirements for an MSIC to be considered valid are:

• The card is issued in accordance with the Maritime Transport Offshore Security Regulations 2003, Regulation 6.1.A.4.
• The card displays person's name to which it was issued.
• The card has not been altered or defected in anyway.
• The card has a clear image of the card holder’s face.
• The card is not expired or cancelled.

     Who issues an MSIC?

Only authorised Issuing Bodies (IB) are allowed to issue an MSIC. Chubb is an authorised issuing body and all cards are issued under advice by the Department of Transport and Regional Services (DoTaRS).

    Which MSIC do I need?

There are four (4) types of MSIC:

    1. Standard MSIC – this is for applicants over the age of eighteen.

    2. Provisional MSIC – this is for applicants under the age of eighteen (this card will expire six months after the applicant turns eighteen).

    3. Temporary MSIC – this is for MSIC holders who need a replacement card.

    4. ASIC related MSIC – this is for the applicants who already hold a ASIC (Aviation Security Identification Card).
